STUDENTS'
OBLIGATIONS
IN TERMS OF
THE HIGHER
EDUCATION
ACT (ACT NO.
101 OF
1997)
The Higher
Education Act
(Act No. 101 of
1997) stipulates
that the
establishment and
composition,
manner of
election, term of
office, functions
and privileges of
the Students
Representative
Council of a
public higher
education
institution must
be determined by
the institutional
statute.
THE SRC IS A
DEMOCRATICALLY
ELECTED BODY
consisting of a
president,
vice-president,
sabbatical, and
members holding
various
portfolios. The
SRC is elected
annually towards
the end of
August. A
sabbatical is a
student who
suspends his/her
studies for a
year to work for
the SRC on a
full-time basis.
The term of the
office is 12
months from
January to
December. The
student
sabbatical is
responsible for
all
administrative
activities of the
SRC and where
necessary liaises
with all relevant
bodies within the
institution.
He/she is also an
executive member
of the SRC who
receives an
honorarium for
services
rendered.
The SRC has ample
facilities in the
building occupied
by Student
Services, where
provision has
been made for an
SRC chamber, an
office for the
chairperson and
the secretary,
and an office for
the Carnival
Committee.
The SRC takes the
lead in many
student
activities and
acts as a link
between the
student body and
the management of
the Technikon. To
a large extent
the SRC has a
co-ordinating and
training task as
far as the
formation of
organisations and
societies, clubs
and other bodies
is
concerned.
Through its
services, the SRC
liaises closely
with the
Director: Student
Governance &
Development, Dean
of Students and
the Deputy
Vice-Chancellor:
Student Services.
The members
responsible for
various
portfolios liaise
closely with all
staff of Student
Services in order
to ensure the
success of
student affairs
on campus.
The Student
Parliament is the
functional leg of
the SRC and is
composed of two
representatives
from each
organization,
club, society and
residence on
campus. It serves
as the SRC s
advisory body.
All SRC members
form part of the
Student
Parliament.
President s
Authority
To accept
responsibility as
chief executive
officer of the highest
elected student body
and to be accountable
to the student body
and the
SRC.
To represent the SRC
and student community
up to the highest
level in negotiations
with the Technikon
authorities.
To represent the SRC
at national and
international
level.
To work in the best
interests of all
student
groups.
To accept
responsibility for the
annual planning of the
SRC.
To compile an annual
report at the end of
the term of
office.
To be responsible for
issuing guidance in
the formulation of
policies and
principles of the
SRC.
To project and protect
the image of the
SRC.
To organise the annual
student
summit.
Student
Sabbatical
Due to the fact
that the SRC
members are
full-time
students who
cannot always
attend to
critical and
institutional
activities and
meetings, the
creation of a
student
sabbatical
position has
become a
necessity.
A sabbatical is a
student who
suspends his/her
studies for a
year to work for
the SRC on a
full-time basis.
This position was
introduced at
Technikon Free
State at the
beginning of
2001. The term of
office is 12
months from
January to
December.
The student
sabbatical is
responsible for
all
administrative
activities of the
SRC and where
necessary liaises
with all relevant
bodies within the
institution. This
person is also an
executive ember
of the SRC who
receives an
honorarium for
services
rendered.
The position of
student
sabbatical is
contested during
the SRC
elections.
CODE OF
CONDUCT FOR
STUDENTS
The Students
Representative
Council (SRC) and
all registered
students endorse
the principles of
the freedom of
individuals as
contained in the
constitution and
other legislation
of the Republic
of South
Africa.
Notwithstanding
the right of each
person to
participate on
gatherings, to
argue/contend and
submit petitions
together with
others,
peacefully and
unarmed, persons
who are guilty of
improper conduct
on Technikon
property expose
themselves to
disciplinary
action.
